Manager of Quality Improvement and Compliance – Grade 8

Reports to:                   Director of Quality Improvement and Corporate Compliance

FLSA Status:               Exempt – Grade 8

Summary: This position supports ARISE’s continuous quality improvement initiatives in the areas of incident reporting, compliance and program quality assurance.  Functions include developing, documenting and implementing quality improvement measures into all agency services. Additional role is assisting with coordinating, implementing, and monitoring the agency’s quality improvement and compliance program through record management, policy development, and general agency administration. As a result, ARISE will increase its efficiency regarding implementation and monitoring of corrective action plans, staff training and adherence to regulatory and funding requirements.

Essential Functions:

  1.  Corporate Compliance/ Quality Assurance:
  • Work closely with the Director of Quality Improvement and Corporate Compliance to develop, document and implement Quality Improvement measures
  • Collaborate with Agency programs and business office
  • Assist with internal auditing procedures and ensure follow up requirements are completed
  • Oversee audits to be completed by Quality Improvement Specialists and auditor
  • Perform audits across all programs and services to ensure compliance, identify risk areas, develop and implement recommendations for corrective action and continuous quality improvement
  • Oversee the tracking and monitoring of program service documentation and provide follow up as required
  1. Incident Reporting:
  • Support Director of Quality Improvement and Corporate Compliance to coordinate incident management and reporting
  • Support Director of Quality Improvement and Corporate Compliance to conduct Incident Review Committee meetings and Corporate Compliance meetings as needed
  • Conduct or assign Investigations as needed
  • File required reports within the agency and with regulatory agencies (i.e., OPWDD via IRMA and OMH via NIMRS, DOH, etc.)


  1. Other Essential Functions:
  • Be proactive and initiate action when necessary
  • Problem solve, collect data, determine facts from an array of informational sources
  • Demonstrate a general knowledge of the organization and services provided
  • Effectively present information either 1:1 or in a group setting
  • Support Director as needed
  • Oversee day-to-day tasks of Quality Improvement Staff
  • Participate in developing and presenting employee training
  • Participate in external audits
  • Actively participate as a member of the management team, attend meetings as required
  • Assist with continuing development of agency Quality Assurance/Quality Improvement processes and policy development
  • Attend required workshops and trainings
  • Responsible for the Incident Phone on a rotating basis
  • Actively implement the agency’s compliance program and the Code of Conduct
  • Read, analyze, interpret, and understand procedures and regulations
  • Write reports and business correspondence; respond to inquiries
  • Uphold the Codes of Conduct and ethics as well as all ARISE policies and procedures
  • Exercise sound judgment as a matter of course, and hold protected health information and other sensitive information in the strictest of confidence in accordance with ARISE and HIPAA policies
  • Other duties as assigned


  • Bachelor’s Degree or equivalent combination of education and experience
  • 5 years’ experience working in the OPWDD, OMH and Medicaid
  • OPWDD, OMH and Medicaid compliance experience preferred
  • 1-3 years’ supervisory experience preferred which demonstrates leadership and interpersonal skills
  • Incident Management and Reporting experience, including IRMA and NIMRS preferred
  • CQL / POMs and Self Direction experience preferred
  • Experience in qualitative and quantitative audits preferred
  • Ability to respond to inquiries
  • Reliable transportation and clean driver’s license to travel among ARISE offices and off-site locations for meetings, appointments, etc.
