Job Summary:            Provide support to the Employment Services Department Manager in attaining departmental goals including the management of all employment programs and contracts.  Supervise all Employment Services staff.  Exercise sound judgement as a matter of course; maintain professionalism. Assure the mission of ARISE is furthered by program undertakings which enhance the rights and interests of people with disabilities. Demonstrate integrity to help guide Employment Services staff as well as assure the code of conduct, HIPAA, corporate compliance and all ARISE policies are upheld.



  •  Bachelor’s degree in Human Services or related field preferred, Associates degree required; or, an equivalent combination of relevant experience and education
  • Demonstrated leadership and supervisory experience of at least 18 months
  • Knowledge of community resources across the four-county service area
  • Demonstrated experience with contract monitoring/reporting/compliance
  • Computer proficiency, especially MS Word and Excel, familiarity with electronic timekeeping
  • Solid written and verbal communication skills
  • Clean license, appropriate motor vehicle insurance coverage, and safe and reliable transportation for travel to various sites throughout the counties where services are provided
  • CPR/First Aid certification preferred


Essential Functions:

  • Provide supervisory support for all aspects of program operations to ensure successful execution of Employment Services activities and contractual requirements in counties supported by ARISE employment
  • Assist with the management of all financial aspects of each program through:
    • review of required service documentation
    • monthly reporting for billing
    • timely submission of paperwork
    • assistance with monthly utilization reviews
  • Maintain strong relationships, and attend all relevant meetings
  • Take proactive lead in contract negotiations/renewals and assist in the development of budgets
  • Provide general and direct supervision to the Employment Services department’s staff in all counties
  • Travel to all ARISE locations; and throughout the four-county service area; and within those communities; and to funder meetings independently
  • Develop/utilize existing tools to assess participant satisfaction with service delivery in each program
  • Assist with hiring, training, development, coaching, feedback and discipline of employees for all programs
  • Assist with program development activities and expansion of existing services as appropriate for the department and/or agency
  • Submit Purchase Orders and Check Requests for program expenses as per ARISE procedures
  • Assist with quarterly audits of program files
  • Support the ARISE mission and uphold all NYS Justice Center, OPWDD, ACCES VR and related agency regulations
  • Uphold ethical standards required as a member of the leadership team
  • Maintain professional conduct / detachment from personal involvement with individual(s) and / or their family members
  • Hold sensitive information and PHI with professional discretion, adhere to HIPAA compliance
  • Actively take steps to implement the Codes of Conduct and Compliance
  • Report any unsafe situations, accidents, or incidents to QI Director and appropriate Director(s) immediately
  • Train staff in safety practices/procedures, follow the ARISE Injury Management Reporting process in case of staff injuries
  • Other duties as assigned
